This Week’s Notable News & Trends

3つのラインナップは「Ondo High Income Powered by BlackRock」「Ondo Diversified Growth Powered by BlackRock」「Ondo High Growth Powered by BlackRock」で、Ondoが展開する7本のトークン化ポートフォリオの一部です。

This week, the major regulatory authorities in the US and Europe moved simultaneously to accelerate the design of stablecoin frameworks.

The biggest news came today, when the Federal Reserve published two proposed rules to implement the GENIUS Act. The first covers reserve and capital requirements, mandating that Fed-supervised stablecoin issuers fully back their tokens with high-quality liquid assets such as short-term US Treasuries, while applying a tiered operational-risk capital charge - 2% on the first $20 billion outstanding, 1.5% on the next $30 billion, and 1% on amounts above $50 billion. Redemptions must generally be processed within two business days, and issuers will be required to disclose the composition and balance of their reserves on a monthly basis. The second proposal establishes the application process for Fed-supervised banks wishing to issue stablecoins, requiring submission of a business plan and financial information. A 60-day public comment period opens today, and the GENIUS Act is scheduled to take full effect on January 18, 2027.

In the same vein, Bloomberg reported on September 23 that the Trump administration is considering an initiative to actively promote the overseas use of dollar-backed stablecoins. The Treasury Department, State Department, and US International Development Finance Corporation (DFC) are said to be exploring involvement through joint ventures with private companies, with the goal of reinforcing the dollar’s reserve currency status and boosting demand for US Treasuries. Circle and Paxos have been named as likely partner candidates, though no specific company names, figures, or timelines have been confirmed, according to people familiar with the matter, the initiative remains at the consideration stage.

Also today, the Wall Street Journal reported that BlackRock has designed three model portfolios, comprising baskets of stock, bond, and Bitcoin ETFs, which Ondo Finance has tokenized and launched. The three products are Ondo High Income Powered by BlackRock, Ondo Diversified Growth Powered by BlackRock, and Ondo High Growth Powered by BlackRock, forming part of Ondo’s broader rollout of seven tokenized model portfolios. When investors purchase a token, software automatically buys shares in the underlying ETFs. The tokens can be traded and used as collateral around the clock. The products are initially available to non-US investors only, and token holders do not have direct shareholder rights in the underlying securities. BlackRock is responsible for designing the portfolio strategies, while Ondo Global Markets handles token issuance and administration.

Separately, SoFi’s proprietary stablecoin SoFiUSD went live for card transaction settlement on Mastercard’s network. SoFi is migrating its entire card programme - which processes more than USD 25 billion in annualised volume - to stablecoin settlement. SoFiUSD is described as the first stablecoin issued by a nationally chartered bank regulated by the OCC. Merchants do not need to hold or manage stablecoins, and businesses on SoFi’s Big Business Banking platform can receive settlement funds instantly and withdraw them as cash at no cost around the clock. SoFi and Mastercard are also exploring further applications including cross-border payments and remittances.

In Europe, the ECB and the European System of Central Banks (ESCB), comprising the EU’s national central banks, submitted a formal response on September 22 to the European Commission’s targeted consultation on the review of MiCA, recommending the elimination of the current requirement for stablecoin issuers to hold 30–60% of their reserves as bank deposits. As a replacement, they are calling for a shift to a liquidity-based standard requiring a minimum share of reserves to be held in assets maturing within one to five working days. The rationale behind the proposal is the risk that, in the event of a run on a stablecoin, banks could face sudden large-scale deposit withdrawals.

In other developments, Mastercard’s BVNK added Stellar to its stablecoin payment infrastructure, bringing the total number of supported blockchains to five, alongside Base, Ethereum, Solana, and TON. A survey report released by Visa also found that 56% of consumers would be willing to use stablecoins if they were offered protections equivalent to those of a bank account, underscoring once again that regulatory clarity is the key to mainstream retail adoption.
