今週は、日本においてステーブルコインの動きが活発な週でした。
規格化という点では、三菱UFJ・三井住友・みずほの3メガバンクが、金融庁の後押しのもと円建てステーブルコインの共同発行に向けて動き出しました。各行が独自に発行する乱立状態を避け、共通規格のもとで発行・流通させる枠組みを構築する方針です。基盤となるのは3メガバンクグループ等が共同出資するフィンテック企業Progmatのプラットフォームで、30万社超の法人顧客網を持つ3行が同一インフラ上で動くことで、日本の企業間決済にステーブルコインが標準実装される道筋が見えてきました。まずは三菱商事が拠点間の越境決済で先行活用する予定で、ドル建て版の発行も将来的な選択肢として視野に入れています。
民間では、三井物産デジタルコモディティーズが貴金属価格に連動する暗号資産「ジパングコイン(ZPG)」をこれまでのプライベートチェーンからパブリックブロックチェーンへと展開し、4月20日よりGMOコインで一般ユーザー向け取引が開始されました。基盤にはEthereumのLayer 2であるOP Mainnetを採用し、Fireblocksの機関投資家グレードのプラットフォームを通じて発行されます。今後はSolanaへの展開も予定しており、プライベートとパブリックを組み合わせたマルチチェーン戦略を推進していきます。
こうした動きを後押しするように、東京都が4月17日、「ステーブルコイン社会実装促進事業補助金」の公募を開始しました。円建てステーブルコインを使ったユースケースを創出する都内事業者を対象に、対象経費の3分の2・最大4,000万円を補助するもので、募集期間は6月30日までです。注目すべきは、この補助金が「発行」ではなく「使われる場面の創出」にフォーカスしている点です。サプライチェーン決済、地域通貨、web3サービスなど、どんな領域でステーブルコインが実際に使われるかを民間が競う構図を、東京都が財政的に下支えする設計になっています。
3メガバンクが規格を整え、三井物産が実装を動かし、東京都が普及を支援する。それぞれ独立した動きに見えて、日本のステーブルコインエコシステムが官民連携で着実に積み上がっていく様子が、今週の動きからはっきりと見て取れます。
This week, Japan saw a surge of activity around stablecoins, with momentum building across regulation, implementation, and adoption.
On the standardization front, Japan’s three megabanks, MUFG, Sumitomo Mitsui (SMBC), and Mizuho, moved forward with plans to jointly issue yen-pegged stablecoins, backed by the Financial Services Agency (FSA). Rather than each bank going its own way and creating a fragmented landscape, the three institutions are aligning around a shared framework for issuance and distribution. The infrastructure backbone is Progmat, a fintech company jointly funded by the three megabank groups and other partners. With a combined corporate client base of over 300,000 companies operating on the same platform, a clear path is emerging toward stablecoins becoming standard infrastructure for Japanese corporate payments. Mitsubishi Corporation will be the first to put this into practice, using the stablecoin for cross-border settlements between its global offices. A dollar-pegged version is also on the table as a future option.
On the private sector side, Mitsui & Co. Digital Commodities launched its precious-metals-linked crypto asset, Zipang Coin (ZPG), on a public blockchain - moving beyond its previous private chain setup. Trading for general users began on April 20 via GMO Coin. The token is built on OP Mainnet, Ethereum’s Layer 2, and issued through Fireblocks’ institutional-grade platform. A Solana expansion is also in the pipeline, as the project pursues a multi-chain strategy combining both private and public infrastructure.
Rounding out the week, the Tokyo Metropolitan Government launched a public call for applications on April 17 for its “Stablecoin Social Implementation Promotion Subsidy.” The program targets businesses in Tokyo working to develop real-world use cases for yen-denominated stablecoins, covering up to two-thirds of eligible expenses with a cap of ¥40 million per applicant. Applications are open through June 30. What makes this noteworthy is that the subsidy is focused not on issuance itself, but on creating the contexts in which stablecoins actually get used, supply chain payments, local currencies, web3 services, and beyond. Tokyo is essentially funding a competition among private players to figure out where stablecoins fit in everyday economic life.
The megabanks are building the rails. Mitsui is putting assets on them. And Tokyo is subsidizing the stations. What look like three separate moves are, taken together, a remarkably coordinated push - Japan’s stablecoin ecosystem quietly stacking up, layer by layer, through public-private collaboration.
