本日、Visaが「Visa Stablecoin Platform(VSP)」を正式に発表しました。約1万5,000の金融機関と2億以上の加盟店を擁するVisaネットワークと連携しながら、銀行やフィンテック企業がVisaの管理環境を通じて、ステーブルコインの発行・保管・送金・償還を一元的に行えるエンタープライズ基盤です。初期対応するのはOpen StandardのOpen USD(OUSD)で、現在は一部の選定顧客向けベータ版として提供されています。Visaのチーフプロダクト&ストラテジーオフィサーのJack Forestell は「ステーブルコインはプログラマブルなマネーの新しいレイヤーを開くが、多くの機関にとって難しいのはコンセプトではなく、オペレーションの現実だ」と述べており、VSPはその壁を取り除くための設計です。
一方、日本でも今週、複数の動きがありました。SBI VCトレードは7月13日、国内初となる信託型円建てステーブルコインのレンディングサービス「JPYSCレンディング」を発表しました。ユーザーがJPYSCをSBI VCトレードに貸し出すことで、年率3%の賃借料を受け取れる仕組みで、7月16日より申込受付を開始し、7月23日から実際のレンディングが始まります。当初募集は12週間満期・年率3%(通常時は年率1〜3%程度を予定)。信託型ステーブルコインのレンディングとしては国内初です。なお、JPYSCレンディングは円預金ではなく預金保険制度の対象外であり、貸出期間中の中途解約は原則できないということです。
14日には、JCBがCircleとステーブルコインを活用した協業検討に関するMOUを締結したと発表しました。まずJCBの内部資金移動を対象としたPoCから開始し、クロスボーダー決済の効率化・送金コストの削減を検証します。その後、日本を訪れるインバウンド旅行者向けの店頭でのUSDC決済や、複数のブロックチェーンネットワーク間の相互運用性の検証へと展開する予定です。
また7月16日、SBIホールディングスが米国のRWAトークン化大手Ondo Financeとの戦略的提携を発表しました。日本株をはじめとする国内資産をトークン化してOndo Financeのプラットフォームを通じて海外投資家に提供する一方、Ondoストックスなど海外トークン化商品をSBIグループを通じて国内展開します。決済・担保にはJPYSCの活用を検討しています。なお、前日の7月15日にはSBIグローバルアセットマネジメント・DigiFT・Startale Groupの3社がJPYSCを活用したトークン化日本株ファンドの申込決済・分配金支払いに関するPoCを開始するとも発表しました。Ethereumテストネット上で検証用トークンを用い、決済リスクの低減・処理時間の短縮・24時間365日の処理可能性を検証します。
最後に、ローソンが8月に高輪ゲートウェイシティ店でJPYCを使った店頭決済の技術実証を行う予定であることが報じられました。POSとの連携による国内初のステーブルコイン店頭決済実証で、使用されるのは資金移動業型のJPYCです。
Today, Visa officially announced the Visa Stablecoin Platform (VSP), an enterprise platform that allows banks and fintechs to issue, store, transfer, and redeem stablecoins through a single Visa-managed environment, while connecting to Visa’s network of approximately 15,000 financial institutions and over 200 million merchants. The platform launches with initial support for Open Standard’s Open USD (OUSD) and is currently available in beta to a select group of clients. Jack Forestell, Visa’s Chief Product and Strategy Officer, noted that “stablecoins are opening up a new layer of programmable money, but for most institutions the hard part isn’t the concept - it’s the operational reality.” VSP is designed to address exactly that.
In Japan, several developments also took place this week. On July 13, SBI VC Trade announced the launch of “JPYSC Lending,” the country’s first lending service for a trust-type yen-denominated stablecoin. Users lend their JPYSC to SBI VC Trade in exchange for an annual return of 3%. Applications open on July 16, with lending beginning on July 23. The initial offering has a 12-week maturity at 3% per annum, with standard rates expected to range between 1–3% going forward. Note that JPYSC Lending is not a bank deposit and is not covered by deposit insurance, and early redemption is not permitted during the lending period.
On July 14, JCB announced that it had signed an MOU with Circle to explore collaboration utilizing stablecoins. The companies will start with a proof of concept focused on JCB’s internal fund transfers, evaluating improvements to cross-border payment efficiency and remittance costs. This will be followed by exploration of in-store USDC payments for inbound tourists visiting Japan, 42.7 million annually, as well as interoperability across multiple blockchain networks.
Also on July 16, SBI Holdings announced a strategic partnership with U.S.-based RWA tokenization firm Ondo Finance. The partnership will enable Japanese equities and other domestic assets to be tokenized and offered to global investors through Ondo Finance’s platform, while Ondo Stocks and other tokenized products will be distributed to Japanese investors through SBI Group’s network. JPYSC is being considered as the settlement and collateral instrument for these transactions. Separately, on July 15, SBI Global Asset Management, DigiFT, and Startale Group announced the launch of a proof of concept for settlement and dividend distribution of a tokenized Japanese equity fund, with JPYSC in mind as a future payment instrument. Using test tokens on the Ethereum testnet, the three companies will verify the potential to reduce settlement risk, shorten processing times, and enable 24/7 processing.
Finally, it was reported that Lawson plans to conduct a technical proof of concept for in-store stablecoin payments at its Takanawa Gateway City store in August, in what would be the first POS-integrated stablecoin payment trial in Japan. The stablecoin to be used is JPYC, a fund-transfer type yen stablecoin.
