今週は、アジアにおいて複数の動きが見られました。

最も注目すべきは、韓国です。韓国政府が7月19日、「ウォン国際化ロードマップ」を発表しました。金融委員会・韓国銀行・金融監督院・韓国預託決済院が共同で公表したもので、時間・場所の制約なくウォンを取引できる環境を整えることが柱です。ロードマップにはデジタル資産基本法の制定に合わせ、ウォン建てステーブルコインの発行・流通に関する法的根拠を整備する方針が盛り込まれており、CBDCと連動した国債のトークン化実証事業も推進されます。また外国為替市場はすでに今月6日から実質24時間取引体制に移行しており、韓国銀行内に「域外ウォン決済網」(仮称)を構築する計画も示されています。あわせて、BISが主導する国際決済プロジェクト「Project Agora」への参加を通じ、デジタル国際決済分野での主導権確保も目指しています。

この政府の動きと呼応するように、CircleがKakaoグループおよびTossと相次いでMOUを締結しました。7月22日にKakao Pay・Kakao Bankを含むKakaoグループと、翌23日にTossの運営会社Viva RepublicaおよびToss Bankとそれぞれ締結しています。両グループとも韓国を代表するフィンテックプラットフォームで、Kakaoはカカオトークを基盤とした膨大なユーザー基盤を、Tossは若年層を中心に強力な影響力を持つ統合金融プラットフォームを持ちます。Circle最高戦略責任者(CSO)のダンテ・ディスパルテ氏は「韓国はセカンドムーバーとして機会の多い国であり、規制が整備されれば実際のサービスを開始する」と述べています。なお同氏は、Visa・Mastercard・BlackRockらが参加するOUSD(Open Standard)については「リブラと類似したコンソーシアム構造であり、規制リスクをはらむ」と牽制しています。

日本からは、物流大手AZ-COM丸和ホールディングスが7月22日、JPYC株を約10億円・2.9%取得する資本業務提携を正式発表しました。日経新聞によると、同社はAmazon.co.jpのデリバリープロバイダ網の最大手で、首都圏ラストワンマイルの主要な担い手です。JPYCが発行する円建てステーブルコイン「JPYC」を運送会社への委託費支払いに活用し、専用アプリを通じて個人事業主を含む協力会社に即時・低コストで支払えるようにする取り組みです。資金繰りに悩む中小運送会社の支援と、支払い効率化・遅延防止を狙います。なお社長個人もJPYC株を5.2%保有していることが同日明らかになりました。これまでステーブルコインの議論は金融機関や決済事業者が中心でしたが、物流という実体経済のB2B決済にステーブルコインが入り込み始めたことは、実用化の裾野が広がりつつあることを示しています。

香港では、スタンダードチャータード系のAnchorpoint Financial(HKDAP)が7月中の香港ドル建てステーブルコイン発行に向けて準備を進めていることが報じられました。今年4月にHKMAから香港初のステーブルコインライセンスを取得してから約3ヶ月、いよいよ実際の発行が現実になります。

This week, a number of developments were seen across Asia.

The most notable came from South Korea. On July 19, the Korean government announced a “Won Internationalization Roadmap,” jointly published by the Financial Services Commission, the Bank of Korea, the Financial Supervisory Service, and the Korea Securities Depository. The roadmap’s central pillar is creating an environment where won can be traded without restrictions on time or location. It includes plans to establish a legal basis for the issuance and circulation of won-denominated stablecoins in line with the enactment of the Digital Asset Basic Act, and will also promote a tokenized government bond proof of concept linked to a CBDC. The foreign exchange market has already transitioned to an effectively 24-hour trading system as of July 6, and plans have been announced to build an “Offshore Won Settlement Network” (tentative name) within the Bank of Korea. South Korea is also seeking to secure a leading position in digital international settlements through participation in Project Agora, the international settlement initiative led by the BIS.

In line with these government moves, Circle signed MOUs with both Kakao Group and Toss in quick succession. On July 22, Circle signed with Kakao Group, including Kakao Pay and Kakao Bank, followed by separate agreements with Toss’s operating companies, Viva Republica and Toss Bank, on July 23. Both groups are representative fintech platforms in South Korea - Kakao with its massive user base built on KakaoTalk, and Toss with its integrated financial platform that holds strong influence particularly among younger users. Dante Disparte, Circle’s Chief Strategy Officer, stated that “Korea is a country with many opportunities as a second mover, and once regulation is in place, we will move from pilot to actual service.” He also took aim at OUSD (Open Standard), backed by Visa, Mastercard, and BlackRock, describing it as having “a consortium structure similar to Libra, which carries regulatory risk.”

From Japan, logistics giant AZ-COM Marwa Holdings officially announced on July 22 a capital and business partnership in which it will acquire approximately 2.9% of JPYC shares for around ¥1 billion. According to the Nikkei, the company is the largest provider in Amazon.co.jp’s delivery network and a key player in last-mile delivery in the Greater Tokyo area. The initiative will use JPYC, the yen-denominated stablecoin issued by JPYC, to pay delivery fees to transport companies, enabling instant, low-cost payments to partner companies including sole proprietors through a dedicated app. The goals are to support small and mid-sized transport companies struggling with cash flow, and to improve payment efficiency and prevent delays. It was also revealed on the same day that the company’s president personally holds 5.2% of JPYC shares. While discussions around stablecoins have largely centered on financial institutions and payment service providers, the entry of stablecoins into B2B payments in the physical economy of logistics signals that practical use cases are beginning to broaden.

In Hong Kong, it was reported that Anchorpoint Financial (HKDAP), affiliated with Standard Chartered, is preparing to issue a Hong Kong dollar-denominated stablecoin within the month of July. Approximately three months after receiving Hong Kong’s first stablecoin license from the HKMA in April, the actual issuance is becoming a reality.
