今週は日本においてステーブルコインの制度面・実装面ともに大きな動きが見られました。
金融庁が8月5日、8月7日付の組織再編により「暗号資産・ステーブルコイン課」を新設すると発表しました。これまで暗号資産関連の監督業務は総合政策局リスク分析総括課の下に置かれた「暗号資産・ブロックチェーン・イノベーション参事官室」が担ってきましたが、今回の再編により独立した「課」として格上げされます。新課は今回新設される「資産運用・保険監督局」の直下に置かれ、内部には「暗号資産モニタリング室」「イノベーション推進室」「デジタル決済企画室」の3室が整備されます。参事官室は課より小規模な組織単位であり、課への格上げは所管分野の監督体制が強化されることを意味します。今回の再編は金融庁全体の大規模な組織再編の一部で、総合政策局と監督局が「銀行・証券監督局」と「資産運用・保険監督局」の2局に再編されるという、より広い文脈の中に位置づけられています。暗号資産とステーブルコインが「継続的に管理すべき金融行政の対象」として明確に位置づけられたと考えられます。
実装においては、HashPortが8月6日、KDDIおよびローソンと連携し、ローソン高輪ゲートウェイシティ店で日本円ステーブルコインによる店頭決済の技術実証を開始しました。3社は7月10日に基本合意書を締結済みで、今回はその実証フェーズです。利用者側の決済手段にはHashPortのノンカストディアル型ウォレット「HashPort Wallet」を活用し、店舗側の決済処理には企業・店舗向けサービス「HashPort Wallet for Biz」を使用します。店舗側はウォレットを開設・管理することなく、通常のPOSシステムを通じてステーブルコイン決済を受け付けられる点が特徴です。決済に用いられるステーブルコインはJPYCで、国内コンビニチェーンにおいてPOSと連携したステーブルコイン決済の実証はこれが初めてとなります。
This week, Japan saw significant developments on both the regulatory and implementation fronts of stablecoins.
On the regulatory front, the FSA announced on August 5 the establishment of a new “Crypto Assets and Stablecoins Division” as part of an organizational restructuring effective August 7. Until now, supervision of crypto asset-related activities had been handled by the “Crypto Assets, Blockchain and Innovation Commissioner’s Office” under the Risk Analysis Division of the Policy and Markets Bureau. This restructuring upgrades the function to an independent division. The new division will sit directly under the newly created “Asset Management and Insurance Supervisory Bureau” and will house three internal offices: the Crypto Asset Monitoring Office, the Innovation Promotion Office, and the Digital Payments Planning Office. A commissioner’s office is a smaller organizational unit than a division, and the upgrade signals a strengthening of supervisory capacity over the relevant area. This restructuring is part of a broader reorganization of the FSA as a whole, in which the Policy and Markets Bureau and the Supervisory Bureau are being consolidated into two new bureaus: the “Banking and Securities Supervisory Bureau” and the “Asset Management and Insurance Supervisory Bureau.” This is understood to represent a clear positioning of crypto assets and stablecoins as subjects of ongoing financial administration.
On the implementation front, HashPort announced on August 6 that it has begun a technical proof of concept for in-store Japanese yen stablecoin payments at Lawson’s Takanawa Gateway City store, in collaboration with KDDI and Lawson. The three companies had signed a basic agreement on July 10, and this marks the start of the proof-of-concept phase. On the customer side, payments are made using HashPort Wallet, HashPort’s non-custodial wallet. On the store side, transactions are processed through HashPort Wallet for Biz, a service for businesses and retailers, allowing stores to accept stablecoin payments through their existing POS systems without needing to set up or manage their own wallets. The stablecoin being used is JPYC, and this marks the first proof of concept for POS-integrated stablecoin payments at a convenience store chain in Japan.
