This week’s biggest news came on September 30, when Visa and Lloyds Banking Group announced the completion of a live cross-border settlement pilot using USDC. Over the course of seven days, Lloyds settled $750,000 of real payment obligations with Visa, transferring funds from its Corporate Markets branch in Jersey to Visa in the United States. Funds arrived in under an hour, including over the weekend, a significant improvement over traditional cross-border settlement, which can take more than a day when initiated outside banking hours. Lloyds acquired USDC stablecoin tokens through Archax, a UK-regulated digital asset exchange, and used its own node on Canton Network, while Visa settled the funds on a separate public blockchain, making this a cross-chain test as well. Peter Left, Head of Digital Assets at Lloyds, said stablecoins could be particularly valuable for cross-border payments and that settling live obligations allowed the bank to move from theory to practice. Visa’s stablecoin settlement volume crossed an annualised run rate of $20 billion last month, driven by hundreds of stablecoin-linked card programs, such as the Plasma One visa card.
Also on September 30, Japan’s Financial Services Agency held the inaugural meeting of its “On-Chain Finance Forum for the AI Era,” a public-private working group bringing together the FSA, Ministry of Finance, Bank of Japan, Digital Agency, and the Japanese Bankers Association. The forum will work toward building the infrastructure needed to settle securities, including government bonds and equities, on blockchain, enabling transactions to complete around the clock at the moment of trade. Financial Minister Satsuki Katayama said the government will coordinate across ministries and agencies, and announced that a roadmap will be published in early 2027. Three settlement options are under consideration: tokenized bank deposits, tokenized Bank of Japan current account balances, and stablecoins. The Ministry of Finance also announced on the same day the launch of a separate study group focused on on-chain distribution of government bonds. Under current Japanese practice, equity settlements take two business days after a trade is agreed, and government bond settlements take one day - instant settlement would improve investor convenience and could attract more global capital into Japan’s securities markets. The initiative is also being considered for inclusion in a multi-year strategic investment budget the government plans to introduce from fiscal year 2027.
In Japan, KDDI, au Coincheck Digital Assets, and HashPort launched a crypto wallet called αU wallet as a mini-app within the au PAY app on September 30, replacing the standalone αU wallet app, which shuts down on October 30. Users can exchange Ponta points for WBTC, ETH, or JPYC, buy crypto in Japanese yen via Coincheck, and charge their au PAY balance with crypto or stablecoins to spend at merchants across Japan. The au PAY points service already has over 7 million users, giving stablecoins a new entry point into a large existing customer base. A staking feature is also planned for winter 2026.
Also today, SBI Holdings subsidiary SBI Digitrust announced a joint verification project with South Korean payment company NICE Information & Telecommunication and blockchain infrastructure firm DSRV to test stablecoin-based remittances and payments between Japan and South Korea. Combined with South Korea’s won internationalisation roadmap announced in July and Circle’s partnerships with Kakao and Toss, Japan and South Korea appear to be moving toward connecting their stablecoin infrastructure.
