今週は、ステーブルコインのインフラが、地域銀行・途上国のユーザーにまで広がり始めた週でした。

最も注目すべきは9月9日、PayPal・M0・MoonPayが「PYUSDx」を正式ローンチしたことです。PYUSDxはPayPal USD(PYUSD)を準備資産として、企業が独自ブランドのステーブルコインを発行できる開発者向けプラットフォームです。M0がトークンインフラを、MoonPayが発行・流通を担い、企業はトークン名・アクセス制限・報酬分配・準備金設定・クロスチェーン対応などをカスタマイズできます。準備金管理・コンプライアンス・流動性の仕組みを一から構築する必要がなく、ステーブルコイン発行の参入障壁を大幅に下げるインフラです。ローンチ時点ですでにSaturn・Concrete・Capの3社が稼働しており、初日の処理量は$1億超に達しています。PYUSDxトークンは現時点ではPayPalアプリ・Venmo内では使用できず、あくまで企業・開発者向けのインフラ層として位置づけられています。なお、MoonPayのタームズによると、PYUSDxは米国・EEA全加盟国・カナダ・インド・オーストラリアでは利用が制限されており、現時点では主要規制市場の大半が対象外となっています。実質的に新興国市場向けのプラットフォームと言えそうです。

翌9月10日には2本の発表が続きました。まず、CoinbaseとMoovが提携し、Moovが決済インフラを提供する米国1,000以上のコミュニティバンク・信用組合にステーブルコイン決済機能を組み込むと発表。CoinbaseのPayments APIとカストディアルウォレットをMoovの既存決済プラットフォームに統合する形で、各金融機関は独自の暗号資産インフラを構築することなく、既存のシステムからステーブルコイン決済・決済・リアルタイム資金調達を提供できるようになります。総資産100億ドル未満の小規模な地域金融機関にまでステーブルコインが届き始めたという意味で注目です。

同日、MoneyGramがStellar基盤のUSDCを使ったVisaカード「MoneyGram Card」をコロンビアで先行ローンチしました。Rain(カードインフラ)・Crossmint(ウォレット)・Stellar(ブロックチェーン)と組み、MoneyGramアプリ内でドル連動の残高を保有・決済・換金できます。200カ国・6,000万人以上の顧客を持つMoneyGramのエージェント網を通じて現地通貨での現金受け取りも可能で、今後数ヶ月で対象国を拡大し、2026年末には物理カード(ATM引き出し対応)のリリースを予定しています。

その他の動きとして、日本のQRコード決済サービスを手掛けるネットスターズが、アジア各国のステーブルコイン決済を国内加盟店で受け入れられる基盤の整備を進めていることが報じられました。インバウンド旅行者がアジアの各国ステーブルコインをそのまま日本の店頭で使えるようにする構想で、まず韓国・香港・シンガポールとの連携から開始する予定です。またスイスでは、スイスフラン建てステーブルコイン「DCHF」の実証実験に新たなパートナー銀行が参加したことが報じられました。

This week, stablecoin infrastructure began reaching regional banks and users in emerging markets.

The most notable development came on September 9, when PayPal, M0, and MoonPay officially launched PYUSDx, a developer platform that allows businesses to issue their own branded stablecoins backed by PayPal USD (PYUSD) as the reserve asset. M0 handles the token infrastructure while MoonPay manages issuance and distribution. Businesses can customize token names, access controls, reward distribution, reserve composition, and cross-chain availability. The platform removes the need to build reserve management, compliance, and liquidity systems from scratch, significantly lowering the barrier to stablecoin issuance. Three companies, Saturn, Concrete, and Cap, were already live at launch, with combined processed volume exceeding $100 million on day one. PYUSDx tokens are currently not usable within the PayPal app or Venmo, and the platform is positioned as an infrastructure layer for businesses and developers. It is also worth noting that per MoonPay’s terms, PYUSDx is restricted in the US, all EEA member states, Canada, India, and Australia, meaning the major regulated markets are out of scope for now. In practice, the platform appears aimed at emerging markets.

Two announcements followed on September 10. First, Coinbase and Moov - a payments processor - announced a partnership to embed stablecoin payment capabilities into the platforms of more than 1,000 community banks and credit unions served by Moov. Coinbase’s Payments API and custodial wallets will be integrated into Moov’s existing payments platform, allowing each financial institution to offer stablecoin payments, settlement, and real-time funding without building its own crypto infrastructure. The fact that stablecoins are now reaching smaller regional financial institutions with less than $10 billion in assets is what makes this noteworthy.

On the same day, MoneyGram launched the MoneyGram Card in Colombia, a Visa card backed by USDC on Stellar, developed with Rain for card infrastructure, Crossmint for wallets, and Stellar for blockchain. Users can hold a dollar-linked balance, make payments, and convert funds to local currency through MoneyGram’s agent network, all within the MoneyGram app. MoneyGram serves more than 60 million customers across over 200 countries, and plans to expand to additional markets over the coming months, with a physical card supporting ATM withdrawals planned for the end of 2026.

In other developments, Japanese QR code payments company Netstars was reported to be building infrastructure to allow domestic merchants to accept stablecoin payments from inbound visitors from across Asia, starting with connections to South Korea, Hong Kong, and Singapore. In Switzerland, new partner banks were reported to have joined the proof of concept for DCHF, a Swiss franc-denominated stablecoin.
