今週は、クリプト業界と「安定性」をテーマに動向をシェアしたいと思います。

米国では、SECが暗号資産に関する解釈指針を公表し、トークンの分類や既存の証券法の適用範囲について一定の方向性が示されました。具体的には、デジタル資産を複数のカテゴリー(デジタルコモディティ、コレクティブル、ツール、ステーブルコイン、デジタル証券など)に整理し、それぞれの性質や利用形態に応じて証券該当性を判断する考え方が示されています。また、マイニングやステーキングといった活動についても、一定の条件下では従来の証券取引とは異なる扱いとなる可能性が示唆されています。一方で、市場構造法案であるClarity Actは上院で停滞しており、規制の明確化は進みつつも、制度としての完成にはまだ時間がかかりそうです。

決済領域では、ペイパルがドル建てステーブルコイン「PYUSD」の提供を約70カ国に拡大することを発表しました。アプリ上での送金や決済に直接組み込まれることで、従来数日かかっていた国際送金の効率化など、実用的なユースケースがより現実的になってきています。日本でも、SBIが信託型の円ステーブルコインの発行を計画しており(2026年中、規制承認前提)、規制に準拠した形でのデジタル決済基盤の整備が進みつつあります。

同時に、伝統金融とオンチェーンの融合も進んでいます。S&P Dow Jones Indicesは、金融市場向けに設計された分散型レイヤー1であるHyperliquid上で、S&P500指数のパーペチュアル契約の提供に向けたライセンスを付与しました。これは、主要株価指数へのエクスポージャーがオンチェーン上で24時間提供される初の事例とされており、市場インフラのあり方にも変化が見え始めています。

一方で、中東情勢の緊張は別の側面から影響を与えています。ドバイで予定されていた大型カンファレンス「TOKEN2049」は2027年へ延期され、TON Gatewayも中止となりました。これまで投資家にとって「安定した拠点」とされてきた湾岸地域に対する見方にも、わずかながら変化が出始めているように見えます。実際に、一部では暗号資産企業がシンガポールなど他のハブへの分散を検討する可能性も指摘されています。

規制・実用化・地政学といった複数のレイヤーで、クリプトと「安定性」は引き続き重要なテーマであり続けそうです。

This week, we wanted to share a few observations around developments in the crypto industry, with a particular focus on the theme of stability.

In the U.S., the SEC released interpretive guidance on crypto assets, providing direction on token classification and the application of existing securities laws. Specifically, digital assets are being organized into several categories (such as digital commodities, collectibles, tools, stablecoins, and digital securities), with a framework that assesses whether they qualify as securities based on their characteristics and usage. Activities such as mining and staking may, under certain conditions, be treated differently from traditional securities transactions. That said, the Clarity Act remains stalled in the Senate, suggesting that while regulatory clarity is progressing, a fully established framework will still take time.

In the payments space, PayPal announced the expansion of its USD-denominated stablecoin, PYUSD, to approximately 70 markets. As it becomes more directly integrated into transfers and payments within the app, use cases such as faster and more efficient cross-border transactions are becoming increasingly tangible. In Japan, SBI is also planning the issuance of a trust-based JPY stablecoin (targeting 2026, subject to regulatory approval), indicating continued progress toward compliant digital payment infrastructure.

At the same time, the convergence of traditional finance and on-chain systems is accelerating. S&P Dow Jones Indices has licensed the S&P 500 Index for perpetual contracts on Hyperliquid - a decentralised layer one blockchain designed for financial markets -, marking the first instance of on-chain, 24/7 exposure to a major equities index. This signals a potential shift in how market infrastructure itself is evolving.

Meanwhile, geopolitical tensions in the Middle East are introducing a different dimension of uncertainty. TOKEN2049 in Dubai has been postponed to 2027, and TON Gateway has been cancelled. These developments suggest that the Gulf region’s perception as a stable crypto hub may be beginning to shift, with some firms potentially considering diversification to other locations such as Singapore.

Overall, across regulatory frameworks, real-world use cases, and geopolitical dynamics, stability continues to emerge as a central theme for the crypto industry.
