今週は、グローバルにおいて、テーブルコインが決済インフラ・通貨外交・米国規制対応の三方向で同時に動きを見せました。
決済インフラの観点では、Mastercardが5月27日、ニューヨーク州金融サービス局(NYDFS)からビットライセンスを取得しました。ライセンスはMastercard Transaction Services (U.S.) LLCに付与されたもので、同社のデジタル資産を活用した決済・決済インフラ戦略を支える重要な規制上の認可と位置付けられています。ニューヨーク州のビットライセンスは2015年に導入された米国でも最も厳格な暗号資産ライセンス制度の一つであり、資本準備、サイバーセキュリティ、AML(マネーロンダリング対策)、消費者保護などに関する厳格な基準を満たすことが求められます。さらに、Mastercardが今年3月に発表した、エンタープライズ向けステーブルコイン基盤を手掛けるBVNKの最大18億ドルでの買収計画(15億ドルの基本買収額に加え、最大3億ドルの条件付き支払いを含み、現在規制当局の承認待ち)とあわせて見ると、同社が従来のカード決済ネットワーク企業から、オンチェーン金融レールを取り込んだ次世代決済インフラ企業へと移行を進めていることが浮き彫りになります。MastercardのChief Product OfficerであるJorn Lambert氏は、デジタル価値の新たな形態が実験段階から実用段階へと移行する中で、規制の明確性が信頼と安心感の構築において重要な役割を果たすと述べています。
また、米国のステーブルコイン規制の動向として、テザーのGENIUS Act対応ステーブルコイン「USAT」の流通残高は、4月30日時点で1億4,080万ドルに達し、3月の約2,200万ドルから540%増加しました。USATはAnchorage Digital Bankによって発行されており、準備金についてはDeloitteによる証明が行われています。準備資産は現金および米国債を担保とするリバースレポ取引によって100%裏付けられています。この急速な拡大の背景には、機関投資家によるトレジャリー管理、決済、そして規制対応済みのドル流動性への需要拡大があるとみられています。一方で、その規模はCircleのUSDC、PayPalのPYUSD、RippleのRLUSDと比較すると依然として限定的です。USDTの流通残高が1,900億ドルを超え、その大部分が米国外で発行・流通していることを踏まえると、USATはテザーが米国市場で本格的な存在感を確立するための戦略的な足がかりと捉えることができるでしょう。
通貨外交という点では、テザーが5月25日、ジョージア政府の支援のもと、ラリ建てステーブルコイン「GEL₮」の発行を発表しました。国家通貨をCBDCではなく民間発行のステーブルコインレールに載せる、世界でも初期の事例の一つといえます。GEL₮は1対1でジョージア・ラリに連動し、即時決済・低コスト送金・プログラマブル決済を実現することを目的としています。発表にはコビャヒゼ首相やジョージア国立銀行総裁もコメントを寄せており、単なる民間プロジェクトではなく、国家のデジタル金融戦略と結びついた取り組みとして位置づけられます。ジョージアでは、準備金管理・償還権・発行体監督・AML対応を含むステーブルコイン向けの規制枠組みが整備されているとされ、テザーにとっても2022年のスイス・ルガーノ市との提携に続く「自己主権型ステーブルコイン」モデルの拡張となります。
This week, stablecoins made moves across three fronts simultaneously: payment infrastructure, currency diplomacy, and US regulatory compliance.
On the payment infrastructure front, Mastercard was granted a BitLicense by the New York State Department of Financial Services (NYDFS) on May 27. The license was issued to Mastercard Transaction Services (U.S.) LLC and is positioned as a key regulatory approval supporting the company’s digital asset payment and settlement infrastructure strategy. New York’s BitLicense, introduced in 2015, is one of the strictest crypto licensing regimes in the United States, requiring companies to meet rigorous standards across capital reserves, cybersecurity, AML compliance, and consumer protection. Taken together with Mastercard’s March announcement of its planned acquisition of BVNK (enterprise stablecoin infrastructure) for up to $1.8 billion - structured as a $1.5 billion base price plus up to $300 million in contingent payments and currently pending regulatory approval - the move highlights Mastercard’s continued transition beyond its traditional card payment network toward next-generation payment infrastructure that incorporates on-chain financial rails. Jorn Lambert, Mastercard’s Chief Product Officer, noted that regulatory clarity plays an important role in building trust and confidence as new forms of digital value move from experimentation toward practical application.
Following US stablecoin news, the circulating supply of USAT—Tether’s GENIUS Act-compliant stablecoin - reached $140.8 million as of April 30, up 540% from approximately $22 million in March. USAT is issued by Anchorage Digital Bank, with reserves attested by Deloitte and fully backed by cash and reverse repurchase agreements collateralized by US Treasury securities. The rapid growth is attributed to rising institutional demand for treasury management, settlement, and regulated dollar liquidity. That said, USAT’s scale remains modest compared with Circle’s USDC, PayPal’s PYUSD, and Ripple’s RLUSD. With USDT carrying more than $190 billion in circulating supply, the vast majority of which is issued and distributed outside the United States, USAT can be viewed as Tether’s strategic beachhead for establishing a meaningful presence in the US market.
On the currency diplomacy front, Tether announced on May 25 the launch of GEL₮, a stablecoin pegged to the Georgian lari, with support from the Government of Georgia. This represents one of the earliest examples of a national currency being deployed on private stablecoin rails rather than through a state-issued CBDC. GEL₮ is designed to maintain a one-to-one peg with the Georgian lari, enabling instant settlement, low-cost remittances, and programmable payments. The announcement included statements from Prime Minister Irakli Kobakhidze and the Governor of the National Bank of Georgia, framing the initiative as part of the country’s broader digital finance strategy rather than solely a private-sector project. Georgia has established a regulatory framework covering reserve management, redemption rights, issuer oversight, and AML compliance. For Tether, GEL₮ represents an expansion of its “sovereign stablecoin” model following its 2022 partnership with Lugano, Switzerland.
