The Asahi Shimbun reported that Japan’s Financial Services Agency (FSA) is considering a new regulatory framework that would classify cryptocurrencies as “financial products.” Under this framework, insider trading regulations and disclosure requirements - similar to those applied to stocks - would extend to crypto assets, potentially enhancing overall market transparency and integrity.

In addition, the current maximum tax rate of up to 55% on crypto gains may be lowered to a flat 20% separate taxation, bringing it in line with equities, and offering a significant boost to investors.

On the other hand, expanded disclosure rules and compliance obligations could increase the operational burden on exchanges and crypto projects. If the regulatory framework becomes more clearly defined, traditional financial institutions such as banks and securities firms may accelerate their entry into the sector, positioning Japan as a more globally accessible hub for web3 innovation.

Legislation is expected to be submitted as early as 2026, and the proposal has already drawn considerable attention from domestic and international companies and investors. This move could mark a major turning point for Japan’s web3 ecosystem, making upcoming policy developments highly noteworthy.
